nekoweb and neocities are hosting sites. they're both based on your own code, from scratch, with neocities having learning tools but less options for file hosting.

my usual process for making a website is 1) sketching it out. 2) using some sort of layout generator like sadgrl's layout builder or this grid one as a base. 3) writing down all the content and formatting it as i go (the basic tutorials should at least teach you this!). and then in no particular order actually customizing the css. css is nice to learn, it's essentially just adding style options to a name you can call back in your html, and you can learn it through making friendrewind codes easy peasy. for css i usually recommend having a proper code editor (like vscode!) and getting an extension that shows you all the available style options you can use, then looking them up on a site like w3schools for visual examples. 

this explanation doesn't teach you everything but it's like. yeah that's how you learn.
