If you want a liquid liner that doesn't move AT ALL, I'd recommend Wet n Wild H2O Proof. You can get it at just about any drug store for not too much. Pencil I use Colourpop's Creme Gel liner. It stays on pretty well and can still be smudged if that's the look you're going for. I get it from Target, but you can buy it from their site as well, and again, not too much.
