tbh it depends. not everyones in the same circumstances n idk yours, so here's some options :D
your best bet for actual authentic pieces will be on secondhand sites like ebay, depop, fb marketplace, and at irl secondhand clothing stores, but i know that not everyone has access to such places. If you do have thrift stores and flea markets in your area, while large chains do sometimes have cute things, they may be expensive & not as frequent. try and find mom&pop-owned and non-big chain thrift stores; it's where I've found the most unique and cheapest pieces i own.
if youre thinking like. tutus & skirts with tulle, you can easily make your own if you have a place that sells the materials [tulle, a string and needle (or stapler) & elastic!]! (if u want, i can link a tutorial!) while it wont look as good as something made by a factory, it's easily customisable to the colours and lengths that you want.
other than that, be really careful with "small businesses". there's a couple legit ones out there (the ones i know of don't sell tutus), but many of them are dropshippers. if you like something you see on one of those websites and its overpriced and REALLY want it & arent against fast fashion, you can reverse image search it and find the vendors on aliexpress and alibaba that they buy the clothes from & buy it directly from them for much cheaper.
here are some brand i recommend, but i dont think they sell tutus :C also ive included various substyles!
cupcake cult, paul frank, newbreed girl, bobby jack, banks couture (this is moreso for accessories), fluffypop shop, lilblackcherry, candy carnage
