Programs to create tiny gifs in?

Hello! I recently started to make tiny emojis for my internet activities, but the program I usually use for some reason changes the colours used for gifs of small sizes. Does anyone know any programs that can create 20x20 images without this issue? Preferably programs for making pixel art. Thanks in advance.
