It's cyber glacier i think
I tried researching and this website seems to be a mix things. Let me summarise it:
Technozen web design with Mizuiro / Tenshi Kaiwai themes, or simply Icy Frutiger Aero / Cyber Glacier Webcore. (Cyber Angel)
Hope this helped! :DIt has elements of Y2K clean interfaces + watery elements, but mostly angelic themes/softness.
like the others said it looks aero to me, reminds me of some early 2000s futuristic web designs (examples - here here here here)
while i was looking at examples on the web museum i found this one which looks almost exactly like the example you've given, i can see where they got their inspiration! :-)
