Being able to use your own style for other users allows you to customise the website for your accessibility needs. It also handles the issue of profiles that make it difficult to access the block/report buttons. This may be too powerful to provide your own style on others, so even just allowing people to opt out of custom styles altogether would be useful.
+1 for accessibility and +1 for getting rid of creeps who hide the block/report button.
