I recommend taking some sort of free online course, with exercises you can complete. I am in computer science class and there's this website I'm using for learning how to code games in python called CMU academy I think? But I know that's not really relevant to your issue. Just a recommendation, since something like that is working out for me.
i like reading guides ! you can go at your own pace without having to rewind everything . you can do something over and over to get the hang of it without feeling rushed . you can find books on coding online anywhere ... annas archive is a big website full of free downloadable books

W3School has basically every coding language you'd need to learn.
htmlcheatsheet has a bunch of cheat sheets relating to HTML, CSS, and JS
ribo.zone, REPTH, and Ithinerae all have website templates you can work with

my favorite way to learn is to break your dream website down into what it needs, then start learning what you need to achieve those things. half of my webdev experience comes from wanting to learn how to make one specific thing, then reapplying what i learned there for other things.
i do also agree with learning one language at a time; i first learned CSS though, for making spacehey themes.
