Let The Right One In is fantastic. It's about a weird story about two young children (one is a vampire) in bleak Sweden. Humanist Vampire Seeking Consenting Suicidal Person is also really good, but it's pretty funny. It's a Quebecois film so it's worth a watch if you're into the French film style. Nosferatu in all its versions is really good. I'm fondest of the Eggers version but if you skim the bios you'll see what sticks out for you. Though I haven't seen it myself, I've heard good things about Martin. It was released in 1977 which I find to be a really good year for film.
I can't help on the anime side since I don't watch any. Hope someone else can chime in!
