Challenges in Implementing the Paris Agreement in the Face of Social Inequalities
The delegation of Canada expresses its honor to participate in this committee, reiterating the importance of cooperating in the search for multilateral solutions to achieve climate equity. Canada recognizes that climate change and biodiversity loss respect no borders, as they represent existential threats in their own right and act as catalysts for instability, conflict, hunger, and pandemics. In this regard, the need to reduce poverty and social inequality is indisputable for the successful implementation of the Paris Agreement; while developed nations lead the ecological transition, countries in the Global South face the worst effects of global warming and are the least able to afford its consequences. Therefore, the Canadian government urges industrialized delegations to strictly fulfill their financial commitments and provide targeted support to the most vulnerable populations, with the ultimate goal of achieving climate justice.
In light of this scenario, Canada has been aligning its domestic and foreign policies with the promises of the Paris Agreement and leading the way in climate finance. Since 2015, the delegation had already invested 2.65 billion dollars directed toward developing countries, and it doubled its funds in 2021, offering 40% in grants to prevent Global South indebtedness. The State directs most of its financial resources to the African continent, recognizing it as a region particularly vulnerable to the climate. In 2012, external assistance expenditures totaled 5.67 billion dollars distributed among 80 countries, prioritizing nations in Africa, which received about 43% of this aid, followed respectively by Asia and Latin America. In 2024, maintaining this tradition, Canada updated these funds to 7.4 billion dollars, with 1.62 billion of this amount directed to various UN agencies.
In this context, the Canadian delegation also maintains that combating the climate crisis is inseparable from the sustainable management of water resources, as water directly affects the economy, health, trade, peace, and security. As part of its Feminist International Assistance Policy, Canada links gender, the environment, and health, based on the fact that women and girls are most affected by the degradation of natural environments. Sustaining this idea, the country supports water resource management in developing countries with a focus on menstrual hygiene and Sexual and Reproductive Health and Rights (SRHR). It is evident how gender inequality manifests in more vulnerable regions, and the Canadian representation works to achieve equity across the globe. From 2019 to 2023, it allocated 6 million dollars to a project in Burkina Faso, Liberia, Sierra Leone, and Pakistan, aimed at improving the SRHR of women and adolescents. The creation of "Partnering for Climate"—a 315 million dollar Canadian fund focused on Nature-based Solutions (NbS)—allocated 300 million of this total specifically to climate resilience in Sub-Saharan Africa, setting aside 20 million dollars exclusively for the intersection between women's rights and climate adaptation.
In conclusion, the delegation of Canada notes that inclusive growth, development, and sustainable peace are essential, and to achieve a just ecological transition, multilateral collaboration among all countries of the globe is required, centering attention on countries with more fragile economies and their inequalities. With the aim of achieving these goals and fulfilling the 2030 Agenda, the Canadian government reaffirms its determination, cooperation, and readiness regarding the proposals suggested in this committee.
