I'm not trying to excuse him, but could it be that he has some kind of social phobia or even doesn't know how to make friends? He seems more like an awkward guy trying to fit in, he reminded me of myself TvT If he does something more serious like unwanted touching or even comes up with awkward conversations, I advise you to talk to the pedagogical support at your school, or try to be honest with him and tell him that the way he is acting is bothering you, sometimes a simple conversation solves much better than indirect comments *v* |

i do wish i could talk to him but im lwk scared because im ALSO a little socially anxious, so i kind of get him but when i asked to join my friendgroup it was the scariest thing of my life! but ill see if i can talk to him, if he talks to me ill just tell him hes being really creepy around us and ask him to stop.

Try asking one of your friends to talk to him; it doesn't have to be you, since from your description, he's bothering everyone, I think it's fair that you're not the only one talking to him ;)
