Let yourself be open in public spaces, do not use big headphones on public spaces, frequent local places so the people there can begin to recognize you and wait, this is a big world, and a world that has everything, ofc dont go to a random in the gym and ask their number to hangout, but simple gestures as waving and saying "Hello!" works enough in the long term

See if your town has a Facebook group, events, festivals, activities will get posted on there.

Join a bookclub if you have one near you, if you have friend or family your age ask them if they can bring someone when you hang out, also try to go to those card shops where there's a bunch of people playing tournaments or d&d, it usually doesn't matter if you are not into that, they're very friendly and you can play board games with them.
