In 1990, Joseph Nye proposed soft power as the new means to exercise power as opposed to the traditional means after the end of the Cold War. It's interesting to note that protectionism and avoiding over-extension appeared to be the strategy to prevent U.S. decline at that time as well. However, scholars like Nye stressed on soft power, multilateralism, international law, and diplomacy to maintain national power, rather than military or hard power.Â
