What do you guys recommend?

all depends on what look you desire. liquid liner is good if you want something precisely applied on the lid or around the eye area (not waterline) -like a sharp wing or shapes. i prefer the ones with the brush NOT FELT TIP! and not felt tip pens. they dry out quickly, and even the ones you dip become misshapen and feel like sandpaper. so, a brush would be good. loreal and nyx have some good affordable liquids.

if you want smudge or to apply within the waterline, i recommend a retractable gel or kohl (powder). some that are made specifically for the waterline is preferred if thats where you plan to use it, though anything saying “waterproof” -in my experience- tends to irritate, so id avoid it. the cheapest retractable option that i would recommend is milani supreme kohl kajal (which has been the cheapest thing i can find that is black enough and has good staying power). my favorites though are urban decay waterline and one by kat von d, but they both run about $25 dollars which i don’t consider cheap or recommend for a beginner. another cheapish one that is good is the loreal infallible 16 hour retractable. 

depending on what youre doing, or using, applying black eyeshadow or kohl powder can help set the eyeliner and prevent smudging or slipping. there is also such a thing as eyeliner sealant that i know nothing about.

i mainly do waterline liner and use the kohl or one of the pencils/retractables that i mentioned before.

since you're first starting out, i'd reccomend pencil! it's a bit easier to control, and then as you get the hang of it you can switch to liquid if you want a more bold and sharp look! personally i use urban decay :)
